Grants for bushfire relief

The following grants may be relevant to those affected by the current bushfires occurring across Australia. We've brought them out from behind our membership pay-wall so that as many groups and individuals as possible have access to the information.

Rod Brooks, General Manager at Wendy Brooks & Partners has some advice for not-for-profit organisations in the wake of reports that the outpouring of generosity from across the globe has challenged many organisations. He says that "not-for-profits need to start thinking carefully now about how they respond both in the short and medium term to these extreme circumstances."

St George Foundation Bushfire Assistance Grant

St George Foundation, the Bank of Melbourne Foundation and BankSA Foundation have teamed up to provide support to communities who have experienced devastating losses as a result of Australia's 2019/20 bushfire emergency.

Eligible organisations in Australia are encouraged to apply for funding of between $20,000 - $50,000 to invest in projects that aid in long-term recovery efforts for bushfire-affected community organisations. The total funding available is $500,000.

Applications will be open until 31st December 2020 or until funds are exhausted. The funding is listed on the Funding Centre here.

Regional Tourism Bushfire Recovery Grants

The Regional Tourism Bushfire Recovery Grants program will have two funding streams which, together, will support events, concerts, festivals and visitor attractions in fire affected regions to assist with recovery efforts and encourage international and domestic visitors to come back to the regions.

Stream 1 grants are for up to $30,000 per applicant and applications close on the 18 December, 2020. The funding is listed on the Funding Centre here.

Stream 2 grants supported larger events. Applications closed 8 May 2020.

Bushfire support package for small businesses

Prime Minister Scott Morrison has announced that immediate relief for small businesses impacted by bushfires.

The package encompasses grant funding, concessional loans, tax relief, a dedicated and single contact point to help access the support that is available, and financial counselling services that are targeted to help small and family business owners deal with the emotional and financial challenges they face.

The package comprises the following:

  • Top-up grants to eligible small businesses and non-profit organisations will be available under the Disaster Recovery Funding Arrangements. This program is uncapped and means that businesses and organisations that have sustained damage as a result of the fires can access up to $50,000 in grant funding (tax free).
  • Concessional loans of up to $500,000 will be offered for businesses that have suffered significant asset loss or a significant loss of revenue. The loan would be for up to 10 years and used for the purposes of restoring or replacing damaged assets and for working capital. The loans will be available with a repayment holiday of up to two years, with no interest accruing during this period. The subsequent interest rate would be set at 50 per cent of the ten-year Commonwealth government bond rate (currently around 0.6%).
  • A Small Business Bushfire Financial Support Line to provide information on the assistance and support available to small businesses in bushfire affected regions. You can contact them on 13 28 46 for assistance.

Disaster Recovery Allowance

The Disaster Recovery Allowance (DRA) is a short-term income support payment to assist individuals who can demonstrate that their income has been affected as a direct result of a disaster. The DRA is taxable and assists employees, small business and farmers who experience a loss of income as a direct result of a major disaster.

You might be eligible for a maximum of 13 weeks payment from the date you have or will have a loss of income as a direct result of a disaster. The Prime Minister or Cabinet may also decide to provide a similar payment to New Zealand Special Category visa holders who have been affected by declared major disasters.

Disaster Recovery Payment

The Australian Government Disaster Recovery Payment is a one-off payment to help you if a declared disaster significantly affects you. It’s not for minor damage or inconvenience.

You can choose to get this payment in 2 instalments if you prefer. If you’re eligible you will get:

  • $1,000 per adult
  • $400 for each child younger than 16.

Red Cross Emergency grants

Grants of up to $5,000 are available to people whose primary place of residence has been destroyed or rendered uninhabitable because of a bushfire since 1 July 2019. They are open across Australia.

Bushfire Recovery Access Program

The Department of Health is funding free counselling and additional mental health support for individuals, families and emergency services workers affected by the bushfires.

Key points:

  • Medicare rebates for up to 10 mental health treatment services will be available until December 2021.
  • Medicare rebates for video telehealth services are available now
  • Each Primary Health Network covering a fire affected region will be given funding for community grants and will administer the $10,000 grants over the next 12 months.

NAB Foundation Community Grants

NAB Foundation Community Grants between $1,000 and $10,000 are available to help safeguard communities with funding for projects that prepare for natural disasters, support long-term recovery and build resilience against future disasters. Charities, social enterprises or organisations with a charitable purpose can apply for a grant to support a project, program or initiative.

Westpac Bushfire Fund, Bushfire Recovery Support Package

Westpac Group has established a $1.5 million Bushfire Fund, which will include $500,000 in grants to immediately support customers and employees whose properties have been destroyed or damaged. Grants of up to $2000 can be accessed to help cover temporary accommodation, food and clothing.

Those requiring assistance or support should contact their local branch, Relationship Manager or call the Westpac Assist team on 1800 067 497 to discuss their circumstances. View the press release for more information.

Additional support has been allocated for Westpac mortgage customers who have lost their principal place of residence due to the bushfires. Westpac will pay the customer’s mortgage repayments for one year (up to $1,200 per month). Westpac’s Bushfire Recovery Support Package also supports a range of measures for retail and business customers, as well as affected communities. More information available here.

ANZ Bushfire Relief Package

ANZ is providing a bushfire relief package for customers affected by bushfires across the nation.

ANZ customers affected by bushfires in a disaster-declared area are encouraged to visit their local branch if they are able, or to contact their relationship manager to discuss the impact on their business or personal circumstances. Customers can also contact ANZ’s dedicated financial hardship team on 1800 149 549 or anz.com/hardship.

Bank First Bushfire Assistance Package

A financial assistance package is available to support customers experiencing hardship as a result of the 2019/20 bushfires.

Support is available based on your needs and includes: interest-free loans of up to $5000; the ability to defer loan and credit card repayments; credit card customers can apply for an emergency credit card limit increase; waiver of interest rate reduction for term deposit withdrawals prior to maturity; waiver of other fees and charges that are derived as a result of the bushfires.

Bank Australia Bushfire Assistance

Bank Australia is concerned for the safety and wellbeing of the people and communities affected by the bushfire crisis currently affecting many areas of Australia. They encourage any Bank Australia customer affected by the bushfires to get in touch to discuss their situation and the assistance that can be provided.

Support options may include:

  • Pausing scheduled loan repayments
  • Deferring interest payments on a case-by-case basis
  • Deferring upcoming credit card payments
  • Increasing emergency credit card limits
  • Debt consolidation to help make repayments more manageable
  • Restructuring existing loans free of the usual establishment fees.

Customers who need help can call 132 888 Monday to Friday 8am-8pm and Saturday 9am-2pm (AEDST). If you are insured by Allianz Insurance, support is available to customers 24/7 by calling 1300 555 030.

Salvation Army Bushfire Recovery Grant Program

The Salvation Army has the following grants available to assist people impacted by the 2019-20 bushfires:

  1. Hardship recovery grants assistance to individuals and families experiencing ongoing extreme hardship as a result of the bushfires disaster.
  2. Loss of residence grants provide assistance to individuals and families in bushfire impacted areas whose primary place of residence (owned or leased) has been destroyed or rendered uninhabitable due to the 2019-2020 bushfires.
  3. Total residence loss household good grants are for individuals and families whose principal place of residence (owned or leased) has been destroyed or made uninhabitable due to the 2019-2020 bushfires. This grant is provided to help replace furnishings and other household items and will be available once re-build has commenced or a new permanent premise acquired.

Reece Bushfire Rebuild Grant

The Reece Grant will be directing all funds raised until 30 June 2020 to projects dedicated to Bushfire Rebuild projects. If you, or a tradesperson you know is involved in a project to help rebuild in a community that has been affected by the Australian bushfires, you may be eligible to apply.

As of July 2020, Reece are once again considering Local and Abroad projects in line with their purpose. Bushfire Rebuild projects can still be submitted under the local stream, however, these will be reviewed in line with other submissions and the project criteria within the terms and conditions.

Indigenous Business Australia (IBA) Bushfire Crisis Support

To assist its business finance and home loan customers directly impacted by the current bushfires through the loss of property or compulsory evacuation, IBA has established a Bushfire Crisis Fund that will provide the following support:

  • Temporary suspension of loan repayments;
  • Access to a $2,000 bushfire crisis grant to cover immediate needs;
  • Assistance with making insurance claims; and
  • Further assistance for business customers to be assessed on an individual basis.

Customers who have either lost property or been evacuated from their homes are encouraged to contact IBA on 1800 064 800 to discuss how they can assist you at this time.

Powershop customer support

Electricity provider Powershop encourages customers who have been affected by the bushfires to contact them to discuss the options they can provide to help. A range of assistance can be provided for:

  • Customers who have lost homes
  • Customers who are impacted by the bushfires
  • Customers who are volunteer firefighters and SES volunteers

Support for Vodaphone customers facing financial hardship

If you believe your may be facing financial hardship, complete a Financial Hardship Application Form and send the form by email to financial.hardship@vodafone.com.au or you can complete their Financial hardship online form.

The Age has compiled a helpful explainer about the different types of financial assistance available in NSW.

Healthy North Coast Bushfire Recovery Community Grants

Grants of up to $10,000 are available to fund grassroots activities that promote:

  • Social cohesion, connectedness and supportive friendship and relationships.
  • Community wellbeing, resilience, mental health healing and post-trauma recovery for communities.
  • Information about services and where to seek assistance when needed, and/or assistance to identify and support those in distress.

Organisations and community groups that are based in, or operate within bushfire-affected areas in the HNC regions may be eligible to apply. Applications close 31 March 2021. The funding is listed on the Funding Centre here.

Small business bushfire support grant

Service NSW is administering these grants to support small businesses (including primary producers) significantly affected by the 2019-2020 bushfire disaster. $10,000 grants are provided to support eligible small businesses to recover from the bushfires and rebuild resilient businesses. Applications are ongoing. The funding is listed on the Funding Centre here.

Rural Assistance Authority Disaster Recovery Grants

Disaster recovery grants of up to $75,000 are now available to primary producers in LGAs affected by the NSW bushfires that have occured from 31 August 2019.

Bushfire Recovery Grant

If you're a small business or not-for-profit organisation that has suffered direct damage to premises or equipment as a result of the NSW 2019–2020 bushfire event (beginning in August 2019), you may be eligible for a bushfire recovery grant.

The bushfire recovery grant of up to $50,000 is to help pay for costs associated with the clean-up and reinstatement of a small business or non-profit organisation's operations.

Disaster relief for individuals

Resilience NSW administers financial assistance where an individual or family lives in a Local Government Areas that has been included in a natural disaster declaration. The support may be claimed if:

  • your home or essential household items have been destroyed or damaged by a natural disaster; and
  • you have limited financial resources; and
  • no insurance for essential household items and/or structural repairs to the home.

Bushfire Community Recovery and Resilience Fund (BCRRF) Stream 2

Grants are available of being $20,000 - $300,000 for community groups, councils, joint organisations, NGOs, and not-for-profits in the local government areas that were disaster-declared during the 2019-20 bushfires to fund social recovery and preparedness projects.

Disaster relief loans - Small business

The Rural Assistance Authority supports small businesses who have been directly affected by a declared natural disaster including floods, fires or storm damage with low interest loans of up to $130,000.

This low interest rate loan can help a small business:

  • return to its normal level of trading or until the next major income is received within 12 months from the date of disaster
  • replace and repair damage caused to your small business and associated improvements not covered by insurance.

Bushfire Clean-Up Program

The Bushfire Clean-up Program provides free of charge clean-up assistance for New South Wales residences and businesses impacted by the 2019/20 bushfires. The program provides removal and clean-up of all dangerous debris, including asbestos, hazardous trees and concrete slab foundations. Natural Disaster Duty Relief

If your motor vehicle was written off in a declared natural disaster the NSW government may be able to refund any motor vehicle duty you pay on a replacement vehicle.

The NSW government may also be able to:

  • give you more time to lodge any documents or returns
  • defer enforcing any fines against you
  • extend your payment deadlines
  • agree not to charge you interest
  • arrange for you to pay any debts to them in instalments.

National Disaster Transport Subsidy

The Rural Assistance Authority have issued a natural disaster assistance transport subsidy, which is available to eligible farmers who are affected by a declared natural disaster event. This subsidy pays for the cost of transporting:

  • fodder and/or water to an affected property
  • stock to sale or slaughter
  • stock to/from agistment.

Subsidies of up to 50% of the total freight costs to a maximum of $15,000 per farm enterprise per financial year are available.

Emergency Bushfire Primary Industry Grants

Grants of up to $75,000 are available to eligible primary producers directly impacted by the Victorian Bushfires to help pay for the cost of clean-up and other emergency measures including disposing of dead stock, and rebuilding or replacing damaged or destroyed on-farm infrastructure.

The support is available to bushfire affected primary producers in the local government areas of Ararat, Alpine, Ballarat, Campaspe, East Gippsland, Glenelg, Golden Plains, Greater Bendigo, Indigo, Mansfield, Moyne, Northern Grampians, Pyrenees, Southern Grampians, Strathbogie, Towong, Wangaratta, Wellington and Wodonga, and the alpine areas of Falls Creek, Mount Buller, Mount Hotham and Mount Stirling. Rural Finance Small Business Bushfire Support Grant

Small Business Bushfire Support Grants of $10,000 will support small businesses (including primary producers) who have experienced a significant loss of income due to the Victorian bushfires that commenced 21 November 2019. These grants are provided to support eligible small businesses to recover from the bushfires and rebuild resilient businesses. Applications have been extended to 31 December 2020. The funding is listed on the Funding Centre here.

Bushfire Recovery Victoria (BRV) Bushfire Recovery Grants for Community Facilities

Bushfire Recovery Grants for Community Facilities have been established to support local organisations to repair and improve damaged or destroyed community facilities in fire affected communities. Community groups and social enterprises will be able to apply for grants up to $50,000. Applications close 30 June 2021. The funding is listed on the Funding Centre here.

Rainwater and Septic Tank Replacement Program

The Rainwater and Septic Tank Replacement Program will support households that have lost or significantly damaged rainwater and/or septic tanks on their primary place of residence as a result of the Eastern Victorian Fires that have occurred since 21 November 2019.

Personal Hardship Assistance Program

If you have been affected by a natural disaster or single house fire and you are experiencing financial hardship, you may be eligible for an emergency relief and/or emergency re-establishment payments.

Emergency relief assistance may be available for up to 7 days after the emergency event. A one-off payment is provided to help meet immediate needs, including emergency food, shelter, clothing, medication and accommodation.

Payments of up to $560 per adult and $280 per child (up to a maximum of $1960 per eligible household). To find out if you are eligible, visit a relief centre in the area. Go to https://www.emergency.vic.gov.au/relief/#relief_and_recovery_centres to check which relief centres are open.

Emergency re-establishment assistance will support eligible recipients to re-establish their homes as quickly as possible after a natural disaster. The total maximum emergency re-establishment payment is $42,250 per household (as at December 2019).

Monash University Student Emergency Grant

If you're in financial hardship and need immediate support, you may be eligible for the Emergency Grant payment of up to $500. This grant is for students whose financial situation is affecting their ability to continue their studies and are in need of urgent and immediate aid. The money is to help you to meet essential needs such as accommodation, food or technology, so you can continue your studies.

Tax Relief And Council Support For Communities

Businesses, families, and individuals whose properties have been destroyed or substantially damaged by bushfires will receive ex-gratia relief for their 2020 land tax assessment. Land tax will be also be waived on eligible properties being used to provide free accommodation for people who need it.

For people who decide not to rebuild in their local community, the Government will provide up to $55,000 in stamp duty relief if they buy a home elsewhere.

For people who lost motor vehicles due to bushfires, they can receive up to $2,100 in ex-gratia relief from the duty on up to two replacement vehicles.

Small Business Bushfire Support Grants - VIC

Small Business Bushfire Support Grants of up to $10,000 are to support small businesses (including primary producers) who have experienced a significant loss of income due to the Victorian bushfires that commenced 21 November 2019. Applications close 31 December 2020. The funding is listed on the Funding Centre here.

Victorian Bushfires Concessional Loans

Concessional Loans of up to $500,000 are available to assist those entities which have suffered significant damage to their assets and/or significant loss of income. The loans are intended to be used for the purposes of restoring and/or replacing damaged assets and/or to meet working capital expenses. Applications close 31 December 2020. Victorian Bushfire Appeal

The Victorian Government has partnered with Bendigo Bank and The Salvation Army to establish the Victorian Bushfire Appeal. 100% of donated funds will go directly to communities in need. The Victoria Bushfire Appeal will support those most affected by the bushfire with over $5 million available by providing the following:

  • Payments to families – Immediate payments of $50,000 will be made to each of the families of people who have tragically died during Victoria’s recent bushfires.
  • Helping Farmers - $1 million, provided through BlazeAid will help farmers replace boundary fences destroyed by the bushfires on their private property.
  • Immediate support – Funding of up to $4 million will support residents in bushfire-affected areas who have experienced loss of, or damage to, their primary residence.

Bushfire Relief Assistance – VIC roads

If you’ve been affected by the bushfires in one of the declared State of Disaster areas, VicRoads will provide assistance to help with your registration and licensing services.

Tax Relief Measures

The Victorian government is offering a range of tax relief measures for people affected by the 2019/20 bushfires. Tax relief measures, include:

  • relief on 2020 land tax if your property was destroyed or substantially damaged
  • relief of up to $55,000 in land transfer (stamp) duty on a replacement home for a home destroyed by bushfire
  • relief of up to $2100 on motor vehicle duty when purchasing a replacement vehicle for one that was destroyed by bushfire
  • Other tax relief measures are available and will be considered on a case-by case situation.

Bushfire Clean-Up Program – VIC

The Bushfire Clean-up Program provides free of charge clean-up assistance for Victorian residences and businesses impacted by the 2019/20 bushfires. The program provides removal and clean-up of all dangerous debris, including asbestos, hazardous trees and concrete slab foundations.

Emergency Bushfire Response: Small Business and Non-profit Organisation Grants

Grants of up to $50,000 are available to eligible Victorian small businesses and non-profit organisations (NPOs) affected by the Victorian bushfires commencing 21 November 2019. These grants are intended to help pay for costs of clean-up and reinstatement of eligible small businesses that have suffered direct damage as a result of bushfires.

Bushfire Recovery Grants for LGAs and CSOs

Grants of up to $500,000 for councils and community service organisations to support community recovery, redevelopment and resilience after the bushfires, and to build capacity and preparedness for the future. Applications close 31 December 2020. The funding is listed on the Funding Centre here.

Emergency Hardship Assistance Program

The Emergency Hardship Assistance Grant is available as a contribution to support people directly impacted by a disaster to meet their immediate essential needs for food, clothing, medical supplies or temporary accommodation.

Applicants may receive $180 per person up to $900 for a family of 5 or more.

Essential Services Hardship Grant

This grant supports people directly impacted by a disaster to meet their immediate needs where they have experienced loss of one or more essential services for more than 5 days.

Applicants may receive $150 per person, up to $750 for a family of 5 or more.

Essential Househould Contents Grant

If you are uninsured, or unable to claim insurance, you may be eligible for financial assistance to provide a contribution towards replacing or repairing essential household contents, such as beds, linen and whitegoods, that have been lost or damaged in a disaster.

Grants of up to $1,765 for single adults and up to $5,300 for couples/families are available.

Structural Assistance Grant

If you’re uninsured, or unable to claim insurance, you may be eligible for a one-off payment as a contribution towards repairs to your home to make it secure and safe.

Grants of up to $10,995 for single adults and up to $14,685 for couples/families are available.

Essential Services Safety and Reconnection Grant

If you’re uninsured, or unable to claim insurance, you may be eligible for a grant to help you reconnect essential services that were damaged by a disaster.

There are 2 parts to the grant:

  1. Inspection: up to $200 towards a safety inspection for each essential service needing reconnection (electricity, gas, water and sewerage or septic system)
  2. Repair: up to $4200 towards repair work to enable essential services to be reconnected (for example, electrical rewiring).

Loss of Income Small Business Support Grant

$10,000 grants are available for small businesses (including primary producers) significantly affected by the 2019-2020 bushfire disaster events to support recovery from the bushfires and rebuild resilient businesses. Applications close 31 December 2020. The funding is being provided by the Department for Innovation and Skills and is listed on the Funding Centre here.

Emergency Bushfire Response Grants: Not-for-profit Organisations

The Emergency Bushfire Response for Non-profit Organisation Grants are for not-for-profit organisations for costs of clean-up and reinstatement from direct damage as a result of the 2019-20 bushfire disaster events.

The maximum grant amount for clean-up and reinstatement amount is $50,000. Applications are ongoing. The funding is listed on the Funding Centre here.

Re-establishment Grants

Up to $20,000 to help people who are uninsured, and whose principal residence (home) has been damaged by bushfire, to repair bushfire-damaged homes or replace essential household items. Find out more:

Small Business Bushfire Recovery Grant

Financial assistance of up to $50,000 is available to bushfire-impacted small businesses in Cudlee Creek and Kangaroo Island for costs associated with clean-up, restoration and rebuilding. Applications are ongoing. The funding is listed on the Funding Centre here.

Emergency Response in Primary Industries Grant (Primary Producers)

The Emergency Bushfire Response in Primary Industries Grants provides grants of up to $75,000 to primary producers to help pay for costs of clean-up and other emergency measures including disposing of dead stock, and rebuilding or replacing damaged or destroyed on-farm infrastructure. Applications close 31 December 2020. The funding is listed on the Funding Centre here.

SA Wildlife Heroes Emergency Fund

The Foundation for National Parks & Wildlife has created the SA Wildlife Heroes Emergency Fund to provide funding for South Australian registered wildlife shelters and incorporated bodies supporting wildlife rescue and rehabilitation operating in SA. This project will initially assist in funding for emergency response for bushfires and extreme heat events. In this program the maximum grant available is up to $10,000 for shelters and incorporated bodies. It is expected that the average grant will be of the order of $4,500.

SA Bushfire Appeal

The South Australian government has launched the SA Bushfire Appeal to raise funds for people directly affected by bushfires in Cudlee Creek and on Kangaroo Island. If you have been directly affected by the fires in Cudlee Creek or on Kangaroo Island, you may be able to receive financial assistance from the SA Bushfire Appeal.

Communities@Work support and relief after bushfires

Communities@Work have been allocated funding to help those affected by the 2019-20 bushfires in the ACT, NSW or VIC. If you are currently in the ACT, have been affected by bushfires (ACT, NSW or VIC), and are experiencing hardship, Communities@Work can help.

ANU Support for students

ANU have made additional funding available to students who have been directly affected by the bushfires this summer (2019-2020). Up to $2,000 will be provided to help affected students with upfront expenses, including accommodation, laptops, study materials, personal essentials and travel to and from home.
